Privileges are what allows faction members to perform certain tasks, such as Arresting/Executing (A/E) and production. The rules page states it like this: "Privileges are given to members of a faction by their leader and enable the privilege holder to perform certain activities for his faction. For example, he may assign ships, post to the political news, or arrest other members of the faction."
How they Work
Privileges work on a 5 level system, With level 1 being the lowest (i.e. being able to make the least change), and level 5 being the highest (i.e. you can make more change than a level 1.) To have a privilege, you need to have all of the ones below it, i.e. You can have privilege level 2 but, you must also have privilege level one, as well.
